We should continue to do this work well, so that more enterprises can take the lead in organizing the national science and technology plan projects, and encourage more enterprises to put forward scientific and technological needs and give full play to the role of enterprise questioners, respondents and reviewers.

The fourth is to strengthen the dominant position of enterprises in the transformation of achievements. In 2022, the national technology contract turnover has reached 4.8 trillion, and enterprises have contributed more than 80% of technology absorption, which is a good signal. We should further optimize policies and support enterprises to improve their ability to absorb and transform results. At the same time, we promote the effective interaction between the technology trading market and technology transformation institutions, thus building a high-quality and high-standard technology factor market, so that all kinds of achievements can converge at the enterprise end.
