The construction of beautiful China is an important content of realizing the Chinese dream of great rejuvenation of the Chinese nation and an important goal of Socialism with Chinese characteristics’s modernization. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee has made unprecedented efforts to build ecological civilization, and the protection of ecological environment has undergone historic, turning and overall changes, making great strides in the construction of beautiful China. Construction demonstrations of beautiful provinces, this beautiful city, beautiful towns, beautiful countryside, beautiful rivers and lakes, beautiful bays and "waste-free cities" have become important carriers for promoting the construction of beautiful China. It is of great significance to build all kinds of beautiful China construction models and give play to the demonstration effect to comprehensively promote the construction of beautiful China.
In recent years, the relevant state departments have deployed the construction of beautiful China from different aspects, and all localities have actively explored the construction practice of beautiful China, initially forming an action system for the demonstration of beautiful China construction. However, there are still some problems, such as obvious differences in demonstration promotion between East and West, insufficient demonstration effect, and the need to strengthen demonstration synergy. It is necessary to sum up experience and lessons, further improve the design of the demonstration system for the construction of beautiful China, and promote the overall construction of beautiful China from point to area.

The construction demonstration of beautiful China is a systematic project, with a wide radiation range, a wide coverage and many fields involved. It is necessary to follow the systematic and holistic characteristics of the construction of beautiful China, strengthen the system design, coordinate and promote the related work in various fields of the construction of beautiful China, and give full play to the overall efficiency and make progress together.
As early as 2013, Hangzhou carried out the construction of Beautiful Hangzhou, established the Beautiful Hangzhou Construction Committee, successively implemented a series of documents such as planning outline, implementation plan and action plan, improved the assessment and reward and punishment mechanism, and explored a set of demonstration and promotion modes of top-level design, legal protection, scientific planning, assessment and incentive, system innovation, project promotion, action breakthrough and social co-governance. In addition to Hangzhou, other places have also formed many experiences and practices in promoting the construction demonstration of beautiful China. The construction of beautiful China should be guided by building these beautiful China pioneer demonstration areas, strengthen the system concept and overall wisdom, take the lead in exploring the formation of spatial pattern, industrial structure, production mode and lifestyle that save resources and protect the environment, strive to build the modernization of harmonious coexistence between man and nature, and promote the high-level improvement of ecological environment quality, the green transformation of production and lifestyle, the accelerated appearance of global beautiful pattern and the overall improvement of ecological wisdom and governance efficiency.
However, at present, there is still a lack of coordination and deliberation mechanism in the construction demonstration of beautiful China, and the path to promote the implementation of the demonstration is not clear, and there is a phenomenon of fragmented and decentralized construction demonstration. First of all, it is necessary to establish an overall coordination mechanism for the construction demonstration of beautiful China, and form a construction demonstration mechanism with high-level coordination and promotion, coordinated cooperation of various departments and extensive participation of society. Secondly, it is necessary to systematically plan the top-level design of the beautiful China construction demonstration, and formulate the timetable, road map and task book for promoting the demonstration construction step by step in various fields, types and regions. Thirdly, we should systematically build a demonstration and integration promotion mechanism for the construction of beautiful China from the aspects of organization and leadership, comprehensive decision-making, regional coordination, monitoring and evaluation, incentives and constraints, and publicity and guidance.
Encourage local innovation and explore a new model of beautiful China construction demonstration.

In recent years, many places have been constantly exploring and innovating, striving to create local and urban models for the construction of beautiful China, and have formed some practical experiences for reference.
On the basis of continuing to promote four rounds of "811" beautiful Zhejiang eco-environmental protection actions and taking the lead in building an ecological province, Zhejiang has started a new journey of building a beautiful Zhejiang in a new era at a high level. In order to adapt to the new situation and new tasks, implement the national "double-carbon" goal, fight the tough battle of pollution prevention and control, and build a demonstration zone of common prosperity, the Zhejiang Provincial Party Committee put forward "promoting the systematic remodeling of the mechanism of building beautiful Zhejiang", including building and improving the green and low-carbon transformation mechanism, ecological protection and restoration mechanism, human settlements environment governance mechanism, and improving the system of building beautiful Zhejiang and the digital empowerment and governance system of beautiful Zhejiang, so as to continuously improve the governance capacity of beautiful Zhejiang.
Shenzhen proposed "taking the lead in creating a beautiful China model of harmonious coexistence between man and nature", taking "a global benchmark city" as the goal, and aiming at the three stages of 2025, 2035 and the middle of this century, put forward the vision of building a beautiful China model. We have focused on seven key tasks: high-level urban ecological construction, high-standard improvement of environmental quality, high-demand prevention and control of environmental risks, high-quality promotion of green development, high-quality creation of human settlements, high-efficiency promotion of policy innovation and high-level participation in global governance, and formulated an action plan every five years to promote implementation, providing a "Shenzhen Model" and "Shenzhen Plan" for the construction of beautiful China.
Although some places have carried out the construction practice of beautiful China at different levels such as provinces and cities, the local practice and innovative atmosphere of beautiful China have not yet formed nationwide. The responsibilities of all regions, especially the central and western provinces, to promote the demonstration practice of building beautiful China are not yet in place, and the objectives and paths are not yet clear. While guiding all regions and levels to carry out the demonstration practice of beautiful China construction according to local conditions, we should strengthen the positive incentives for the demonstration of beautiful China construction, and further encourage the first demonstration and exploration and innovation. At the same time, it is necessary to establish and improve the demonstration and promotion mechanism for the construction of beautiful China, summarize and refine typical achievements, sum up good practices and effective experiences in time, mature and promote a batch, and lead different types of regions to carry out scientific and orderly demonstration of the construction of beautiful China.
Pay attention to multi-party cooperation and form a beautiful China construction demonstration community

In 2018, the Ministry of Ecology and Environment and other five departments jointly launched the three-year main practice of "Beautiful China I am an Actor". In the three years since the practice, there have been more than 1,000 open units of four types of environmental protection facilities in various places, and the cumulative number of visitors to the public has exceeded 85 million; Eco-environmental departments at all levels organized nearly 20,000 activities, produced and launched more than 42,000 kinds of eco-environmental publicity products, and participated in about 1.5 billion people online and offline. The green lifestyle production mode has gradually taken root in people’s hearts.
Fujian province adheres to the principle of ecological benefit to the people, co-construction and sharing, implements the sunshine planning action of public participation in the whole process, and calls on the whole society to participate in the construction of beautiful Fujian; Zhejiang Province actively carried out the general mobilization of the whole people, launched the environmental protection theory of "100 games and ten thousand people" into enterprises, communities and rural areas, fully mobilized the enthusiasm, initiative and creativity of the public, and widely gathered the strength of all parties in the beautiful Zhejiang construction demonstration.
Generally speaking, in the demonstration of beautiful China construction in various places, the good situation of co-construction, co-governance and sharing has not yet been fully formed, the people’s awareness needs to be further improved, the way of public participation is relatively single, and the corresponding supporting policies are lacking. In the future, we should continue to promote the construction of demonstration communities around beautiful China. On the one hand, we should deepen all kinds of demonstration activities of beautiful China construction at all levels, and regularly carry out activities such as the demonstration of beautiful China construction in institutions, schools, communities, families, enterprises and villages, innovate and improve the public participation model, and stimulate the enthusiasm, consciousness and initiative of the whole people to participate in the construction of beautiful China. On the other hand, it is necessary to constantly publicize the knowledge related to the construction of beautiful China, carry forward the spirit of ecological humanism, display the achievements of construction demonstration, continuously expand the influence and popularity of the construction demonstration of beautiful China, and let the concept of construction demonstration of beautiful China be deeply rooted in the hearts of the people.
