　　People’s Daily Online, Beijing, May 31 (Reporter Yang Xi) According to the news of the General Administration of Market Supervision, recently, the Safety Precautions for Primary and Secondary Schools and Kindergartens (GB/T 29315-2022) (hereinafter referred to as the Requirements) was approved by the General Administration of Market Supervision (Standards Committee) and will be officially implemented on June 1, 2022.

　　It is understood that this is the first revision after the release of the original "Safety Technology Prevention System Requirements for Primary and Secondary Schools and Kindergartens" (GB/T 29315-2012) in 2012. The release and implementation of the new "Requirements" make up for the low requirements of manpower prevention and physical prevention in the 2012 edition of "Requirements for Safety Technology Prevention System for Primary and Secondary Schools and Kindergartens", and the mismatch between the system technical indicators and the application of new technologies. It is of great significance to further improve the standard system of campus security.

　　The revision of "Requirements" follows the guiding principle of "practical, scientific and advanced, and moderately advanced", focusing on the combination of civil air defense, physical defense and technical defense in campus safety, taking the personal safety of students and faculty as the main goal, proceeding from reality, strengthening the problem orientation, making efforts to improve relevant contents and technical specifications in key parts, important measures, emergency response and technical support, and improving the level of school safety prevention.

　　The core contents of the Requirements include key parts and areas, overall prevention requirements, human prevention requirements, entity prevention requirements, electronic prevention requirements and technical requirements of safety prevention system, which are applicable to the construction and management of safety prevention systems in primary and secondary schools and kindergartens, and can be used for reference in the construction and management of safety prevention systems in other institutions or places such as centralized education and training, rescue and protection for minors.

　　The highlight of the Requirements is to define the key parts and areas of safety precautions. Adhere to the concept of "life first, safety first" as the center, combined with the series deployment of safety protection work in primary and secondary schools and kindergartens by the state and relevant departments in recent years and the different types and scales of the campus, 16 key parts and areas of safety protection have been defined, and the campus safety protection area has been extended from the inside to the door and surrounding areas.

　　The distinctive feature of "Requirements" is that it embodies the combination of civil air defense, physical defense and technical defense in campus safety, integrates new technologies and new concepts of safety prevention, and improves the operability of standards. Detailed provisions have been made on the preventive measures and system technical requirements of key parts and regions, so as to promote the campus safety prevention work to be more solid and effective, and ensure that the technical indicators of the system match and coordinate with the application of new technologies.

　　According to reports, in the next step, the General Administration of Market Supervision (Standards Committee) will take a number of measures to actively carry out the publicity and implementation activities of the Requirements, organize the compilation of publicity training materials, and record publicity training videos for relevant management departments, primary and secondary schools, and kindergartens to learn and understand. The Ministry of Public Security and the Ministry of Education will also issue notices in conjunction with the promulgation and implementation of the Requirements to promote the implementation of primary and secondary schools and kindergartens.
