Japanese version of The Journey to the West mentoring four people.

The Monkey King’s six-year-old boy once said angrily that "masterpieces can be adapted, but there must be a bottom line, and you can’t change them blindly". However, the Japanese made a romantic version of the film The Journey to the West, which was accused by netizens from China of "destroying the original theme" when it was promoted at the Cannes Film Festival last year. Although the film was not released in China, yesterday, the reporter found the full version of the film on Sina Podcast Channel. Although it was uploaded only for more than a day, it has been questioned and criticized by many netizens.

In the Japanese version of The Journey to the West, Tang’s monk is played by acting actress Eri Fukatsu, while Katori Shingo, a member of Japanese youth idol group SMAP, plays the Monkey King with some "rogue" temperament, and famous Japanese comedians Teruyoshi Uchimura and Atsushi It? play the sand monk and Pig Bajie respectively. However, in dressing up, Tang Priest, who was supposed to be wearing a cassock, became white, the Monkey King put on an exaggerated mini-skirt, and Pig Bajie wore a red and green hat like a clown. What’s more, several disciples are grumpy, and they always come to fight, and the Monkey King, who is brave and wise, has become a lazy person.

In terms of storyline, this Japanese film The Journey to the West is also quite meaningless: Master Sanzang, who aims at learning Buddhist scriptures from Tianzhu, learns Buddhist scriptures with his disciples Wukong, Friar Sand and Pig, and meets the princess Lingmei of a small country on the way. Lingmei originally came from a rich desert country, but the monster Jinjiao and the Yinjiao brothers turned her parents into turtles. Lingmei hoped that the four men and women would help her punish the monster. However, the monster is very difficult to deal with. Lingmei and Wukong are forced to the end by the monster instead … What is even more incredible is that in the film, the Monkey King talks about love with the banshee.

Once this video was spread on the Internet, it immediately triggered a heated discussion among netizens. Many angry netizens said that it was "rubbish" to shoot China’s classic works like this. However, some netizens said: The Japanese have ruined the theme of The Journey to the West, which is an insult to The Journey to the West. What’s the use of our accusations and anger? Instead of this, we might as well make our own movie The Journey to the West, and let the real original the Monkey King and Tang Priest go to the world. It is also suggested that China should legislate to protect famous works as soon as possible, and China’s cultural heritage must not be turned into a "cultural legacy". It’s about your wallet! What changes have been ushered in by the introduction of the new payment regulations in the billion-dollar market?

On the 17th, the Regulation on the Supervision and Administration of Non-bank Payment Institutions was promulgated, which came into effect on May 1, 2024. This is the first administrative regulation in the field of supervision of non-bank payment institutions, and it is also the first administrative regulation in the financial field issued after the Central Financial Work Conference.

Non-bank payment institutions are non-bank institutions that are allowed to handle online payment services, such as Alipay and WeChat payment, which we often use.

By the end of September 2023, there were 185 non-bank payment institutions in China. At present, the annual transaction amount of payment institutions has reached nearly 400 trillion yuan, serving over 1 billion individuals and tens of millions of merchants. What impact will this new regulation have on this multi-billion-dollar market? What convenience will it bring to the people?

  01

What are the contents of the regulations?

There are 6 chapters and 60 articles in the Regulations, which focus on four aspects, including defining non-bank payment institutions and establishing licenses, improving payment business rules, protecting users’ legitimate rights and interests, and clarifying regulatory responsibilities and legal responsibilities.

The "Regulations" focus on giving play to the important role of the non-bank payment industry in helping the development of the real economy and improving people’s livelihood; Strengthen the guidance on the functional orientation and development of payment institutions, guide payment institutions to adhere to the purpose of small amount and convenience, focus on the main business, improve services, and better meet the payment and settlement needs of users; Strengthen user orientation and greatly enhance the protection of user rights and interests; Form a stronger mechanism guarantee in comprehensively strengthening supervision, preventing and resolving risks.

The person in charge of the Payment and Clearing Association told reporters that from this perspective, the Regulations are the "basic law" for the healthy and sustainable development of non-bank payment services.

  02

What are the problems in the payment industry? What are the new regulations?

At present, China’s mobile payment ranks at the leading level in the world, effectively helping the development of the real economy and improving people’s livelihood.

At the same time, however, some payment institutions also operate in violation of regulations, such as: illegally misappropriating user funds, revealing or improperly collecting and using user information; Individual payment institutions take risks and provide funds transfer channels for illegal and criminal activities such as telecommunication network fraud and cross-border gambling.

In view of these problems, one of the key contents of the Regulations is to greatly strengthen the protection of users’ rights and interests. On the one hand, it is clear that payment institutions shall not misappropriate, occupy or borrow customers’ reserve funds, and shall not forge or alter payment instructions. At the same time, regarding the protection of users’ rights and interests, which consumers are generally concerned about, the Regulations not only require payment institutions to respect the legitimate rights and interests such as users’ right to choose independently and the right to know, but also disclose relevant information to users in a timely manner; It also requires payment institutions to take measures to ensure the safety of users’ personal information and prevent users’ information from being leaked or abused, which gives consumers a "reassurance" and allows them to use all kinds of network and mobile payment services more safely.

  03

Strict entry threshold and increase punishment

The "Regulations" clearly adhere to licensed operation and strictly enter the threshold. Payment institutions must implement access management in accordance with the principle of "license before license", clarify the access conditions of payment institutions such as registered capital, major shareholders, actual controllers and senior management personnel, and also implement license management for major changes, and at the same time establish and improve the normalized exit mechanism of serious illegal institutions.

In addition, the "Regulations" clearly stipulate that penalties for serious violations of laws and regulations will be increased according to law.

  04

How to punish? Who will punish?

The Regulations clarify that the People’s Bank of China may impose fines on relevant payment institutions, restrict some payment businesses or order them to suspend business for rectification, even revoke their payment business licenses. At the same time, it is clear that the directors, supervisors, senior executives and other personnel who are directly responsible can be punished according to specific circumstances, and if the circumstances are serious, measures can be taken to ban them from entering the market.

  05

  What do payment institutions think?

This new payment regulation involves both head payment institutions and small and medium-sized payment institutions, including representatives of private and foreign payment institutions.

What impact will the implementation of the new regulations have on the industry? Alipay, WeChat and other related business leaders have voiced their voices. All payment institutions said that the Regulations will help the non-bank payment industry to further standardize the healthy development and make positive contributions to the development of the real economy and the improvement of people’s livelihood.

  one

Alipay: It is conducive to the standardized and orderly development of the payment industry

The relevant person in charge of Alipay said that the implementation of the Regulations laid a foundation for healthy competition and standardized and healthy development for the future development of payment institutions. Through this management regulation, the full chain and full cycle supervision of payment institutions is further strengthened, which is conducive to preventing risks in the payment industry. At the same time, under the role of standardization, the payment industry will usher in further standardized and orderly development, which is also conducive to the long-term development of the physical industry.

  2

Tenpay: The payment industry has fundamental regulations.

Tenpay said that the promulgation of the Regulations, on the one hand, has improved the legal level of supervision of payment institutions, from the original departmental regulations to administrative regulations, which indicates that the payment industry has fundamental regulations, which is conducive to strengthening industry supervision, improving supervision efficiency and establishing supervision authority; On the other hand, it conforms to the development trend of the payment service market, which lays a solid foundation for standardizing the compliance operation of payment institutions and points out the way for the high-quality development of payment services.

  three

Paypal payment: payment institutions can operate more legally and regularly.

The promulgation and implementation of this regulation is conducive to the establishment of long-term stable expectations of all parties in the industry, and the payment institutions can operate more legally and standardize, thus ensuring the healthy and sustainable development of the payment industry. Strict access to payment institutions is one of the important measures to ensure the development of the payment industry. The regulations have further improved and optimized the conditions and standards for the access of payment institutions, making them more scientific and standardized. This measure will help to improve the strength and service quality of the whole industry and provide more secure and reliable payment services for users and businesses.

  four

Union easy treasure: the industry expects to escort the high-quality development of the payment industry.

With the rapid development of the payment industry, some problems are gradually exposed, and risk events such as business alienation, misappropriation of funds and data leakage occur from time to time. Some institutions use payment platforms to engage in illegal fund-raising and telecommunication network fraud, which damages the image and reputation of the industry, disrupts the financial order and infringes on the legitimate rights and interests of financial consumers. The contradiction that the existing payment supervision system is low in level, limited in legal effect and unable to fully adapt to market norms and development needs is increasingly prominent. It can be expected that the "Regulations" will strengthen the full chain and full cycle supervision of the non-bank payment industry, which is conducive to giving full play to the role of the law in safeguarding the industry, stabilizing expectations and benefiting the long term, and empowering and escorting the high-quality development of the payment industry.

Influenza vaccination began in 2024, and these vaccination knowledge must be mastered first!

The flu vaccine has started! Children’s influenza can be vaccinated from June to 3 years old, and adults’ influenza can be vaccinated over 3 years old.

Influenza is an acute respiratory infectious disease caused by influenza virus, which can cause large-scale epidemic. It is mainly spread through droplets in the air, contact between people or contact with contaminated items. It has the characteristics of high incidence, rapid spread, ineffective antibiotic treatment and susceptibility of all people. But influenza can be prevented, and influenza vaccination is the most effective prevention method at present.

  1. What’s the difference between the flu and the common cold?

The difference between flu and common cold.

  2. What are the benefits of influenza vaccination for different groups of people?

Early vaccination, early prevention, and no hesitation.

  3. When will the flu vaccine be vaccinated?

Winter and spring are the flu epidemic seasons every year, and the best time to get the flu vaccine is before the start of the flu season every year. Therefore, generally, autumn and winter are the best golden period for flu vaccination to ensure immune protection before the flu season (it usually takes two to four weeks to produce effective immunity after getting the flu vaccine). Early vaccination, early prevention.

  4. I was vaccinated against influenza last year. Is it necessary to get vaccinated once a year?

You can’t be "immune for life" after being vaccinated with influenza vaccine. In fact, the influenza virus strains that are popular every year are different from those in previous years, and the immunity acquired by people after influenza vaccination will also decay over time. The antibody level produced in the body does not always remain the same after vaccination. The antibody level in the body begins to decline after 6-8 months, and there is no protective effect after one year. Therefore, it is necessary to vaccinate the flu vaccine once a year.

  5. What are the possible reactions to vaccination?

Low-grade fever may occur after influenza vaccination, and there will be slight redness and swelling at the injection site, but these are temporary phenomena and the incidence rate is very low, and usually no special treatment is needed. However, a few people will have repeated high fever, dyspnea, hoarseness, wheezing, urticaria, pallor, weakness, tachycardia and dizziness, so they should seek medical attention immediately.

  6. What are the suitable people for influenza vaccine?

  Infants aged 6-35 months;

  Older people over 60 years old;

  Chronic patients and the infirm;

  Staff of medical and health institutions, especially front-line staff;

  Pupils and kindergarten children;

  Staff of nursing homes, nursing institutions for the elderly and nurseries;

  Employees in the service industry, especially taxi drivers, civil aviation, railway and bus drivers, commercial and tourism service employees, etc.;

People who travel frequently and go abroad; People in important jobs, etc.

People and voluntary vaccinators who want to reduce the possibility of influenza for any reason.

  7. Precautions for influenza vaccination

  Precautions:

  (1) The interval between influenza vaccine and COVID-19 vaccine or other vaccines should be 2 weeks or 4 weeks (according to the specific situation of vaccination).

  (2) Those who are allergic to the ingredients contained in the vaccine should not be vaccinated.

  (3) Those who have been vaccinated with this vaccine in the past and have had serious adverse reactions should not be vaccinated.

  (4) People suffering from acute diseases, serious chronic diseases, acute attack of chronic diseases, colds and fever should not be vaccinated.

  (5) Patients with uncontrolled epilepsy and other progressive nervous system diseases should not be vaccinated if they have a history of Guillain-Barre syndrome.

General Office of Guangdong Provincial People’s Government on Further Strengthening

Opinions on the implementation of vaccine circulation and vaccination management

?
People’s governments at the local level and listed, people’s governments of counties (cities, districts), departments and institutions directly under the provincial government:

In order to implement the Opinions of the General Office of the State Council on Further Strengthening the Management of Vaccine Circulation and Vaccination (Guo Ban Fa [2017] No.5), combined with the actual situation in our province, with the consent of the provincial people’s government, we hereby put forward the following implementation opinions.
First, improve the vaccine management mechanism

  (a) improve the province’s immunization program vaccine adjustment mechanism. The Provincial Health and Family Planning Commission should improve the system of expert advisory committee on immunization planning, timely adjust the immunization planning policy of our province according to the national decision-making and deployment, and regularly carry out vaccine monitoring for diseases. After the demonstration by the expert advisory committee, the Provincial Department of Finance will propose suggestions on increasing the types of vaccines provided to citizens free of charge, which will be announced and implemented after being approved by the provincial people’s government and put on record by the National Health and Family Planning Commission. Encourage all localities to increase the types of vaccines provided free of charge to citizens in light of actual conditions.
(two) improve the compensation mechanism for abnormal reaction of vaccination. Encourage the establishment of a mechanism to compensate the recipients of abnormal vaccination reactions through commercial insurance, and gradually establish a multi-level insurance compensation system including basic insurance and supplementary insurance to improve the compensation efficiency of abnormal vaccination reactions. Before the establishment of the compensation insurance mechanism for abnormal reaction of vaccination, compensation should be carried out according to the existing regulations.
(three) to establish a joint meeting system between vaccine circulation and vaccination management departments. The Provincial Health and Family Planning Commission and the Food and Drug Administration, together with relevant departments, establish a joint meeting system between vaccine circulation and vaccination departments, clarify the division of responsibilities of each department, constantly improve the coordination mechanism, strengthen communication and cooperation in vaccine production, circulation, vaccination, vaccination certificate inspection, replanting and publicity, timely inform the progress of work, promote information sharing, coordinate with major emergencies, jointly study and solve outstanding problems, and form joint efforts.
Two, strengthen the whole process management of vaccine production, circulation and use.

  (1) Promote independent research and development of vaccines and improve their quality. Support the research and development and industrialization of new vaccines in our province, especially multi-valent vaccines, through provincial science and technology plans (special projects, funds, etc.), major science and technology projects and other scientific research projects. Promote vaccine production enterprises to improve the quality management level and standardize production capacity, and continuously improve the quality of vaccine products. Actively promote the construction of vaccine research and development, production and clinical trial bases in our province, and promote the development of vaccine-related industries.
(two) standardize the centralized procurement of vaccines. Incorporate vaccine procurement into the provincial third-party drug electronic trading platform, and implement centralized online procurement in accordance with the principles of openness, transparency, competition and fair trade. The Provincial Health and Family Planning Commission should further improve the centralized procurement plan for the second kind of vaccines in our province. Entry-exit inspection and quarantine departments should strengthen the management of entry-exit vaccination, and do a good job in the procurement, storage and use of vaccines required for entry-exit personnel in our province.
  (3) Strengthen the cold chain distribution management of vaccines. Provincial Food and Drug Administration should strengthen the inspection of cold chain storage and transportation conditions of storage and distribution enterprises. The Provincial Health and Family Planning Commission should take the lead in organizing the formulation of cold chain equipment standards for disease control and prevention institutions. Local health and family planning departments should regularly evaluate the cold chain facilities and equipment of disease control institutions and inoculation units in their respective jurisdictions to ensure that the cold chain equipment is in place according to standards and operates normally. All localities should take effective measures to ensure timely delivery of vaccines within their jurisdiction, especially in remote areas.
(four) to strengthen the whole process of vaccine traceability management. The Provincial Food and Drug Administration shall, jointly with the Provincial Health and Family Planning Commission, strengthen the traceability management of the whole process of vaccine production, circulation and use. The Provincial Health and Family Planning Commission should speed up the embedding of the provincial vaccination information management system into the information management system of provincial primary medical and health institutions, and realize the docking with the relevant information systems of food and drug supervision departments and education departments. All vaccination units should implement vaccination information management.
  Third, standardize vaccination management

  (a) to strengthen the overall management of the second kind of vaccination. The provincial centers for disease control and prevention should promptly carry out the evaluation and selection of the second kind of vaccines and put forward the use items. Actively promote the second type of vaccine appointment vaccination service. County-level health and family planning departments should determine the vaccination units within their jurisdiction according to factors such as the service population and service scope, and announce them to the public. In principle, rural areas implement a centralized vaccination model with townships as the unit. Strictly regulate the service behavior of village-level vaccination units. The Provincial Development and Reform Commission should speed up the formulation of the charging standards for the second kind of vaccination service fees and vaccination consumables fees charged by vaccination units in our province. The problem of storage and transportation fees for the second kind of vaccines should be solved in a market-oriented way in the bidding and procurement of the second kind of vaccines.
(two) to strengthen the standardization of vaccination units. Strengthen the standardization and informatization construction of public hospitals, community and township vaccination units. Further standardize the establishment of vaccination units, personnel qualifications, vaccination facilities, cold chain management, monitoring and handling of suspected abnormal reactions to vaccination, and vaccination notification, recording, reporting and publicity. The inoculation entity shall publicize the immunization procedures, vaccine varieties, inoculation methods, vaccine functions, contraindications, adverse reactions and precautions, the price of the second kind of vaccine, the charging standard of vaccination service, consultation and complaint telephone number and other matters in a prominent position in the inoculation site. Local health and family planning departments should implement dynamic management of vaccination units, strengthen technical training of vaccination professionals, complete grading evaluation of all vaccination clinics and full coverage of supervision of other vaccination units before the end of 2017, and organize spot checks on the standardized construction of vaccination units every year. Medical personnel who undertake vaccination duties and tasks in medical and health institutions should pass the vaccination professional training organized by the county-level health and family planning administrative department and pass the examination.
(three) to strengthen the assessment of vaccination work. Take the results of vaccination assessment as an important basis for allocating subsidy funds for basic public health services. According to the provisions of the implementation of disease prevention and control personnel subsidies policy, scientific verification of disease prevention and control institutions total performance pay, the establishment of vaccination outpatient performance pay and vaccination outpatient grade, vaccination service linked to vaccination incentive mechanism.
  Fourth, the implementation of safeguards

  (a) to ensure the staffing of disease prevention and control institutions. All localities should clarify the nature of the public welfare institutions of the Center for Disease Control and Prevention, and implement the staffing of disease control and prevention institutions in all localities within the scope of the total staffing in accordance with the requirements of the staffing standards for disease control and prevention institutions.
  (2) Establish a stable input mechanism for disease prevention and control institutions. Local governments should implement the responsibility of expenditure, fully arrange the development and construction expenditure for the basic construction of disease prevention and control institutions, the purchase of facilities and equipment, especially the cold chain system and information construction, scientifically and reasonably verify the personnel funds and business funds of disease prevention and control institutions, and fully include them in the budget, which will be guaranteed by the finance at the same level.
  (3) Strengthen supervision and inspection. Local governments should implement the responsibility of territorial management, and incorporate the work of disease prevention and control such as vaccination and the implementation of financial policies for disease prevention and control institutions into the government assessment. The Provincial Health and Family Planning Commission and the Food and Drug Administration shall, jointly with relevant departments, strengthen supervision and inspection. When problems are found, they shall be ordered to make immediate rectification, and informed criticism shall be given to areas where work is seriously lagging behind and perfunctory, and the relevant personnel shall be held accountable according to laws and regulations.

How to speed up the "trade-in" in the consumption season?

The "trade-in" of consumer goods has recently received great attention from the society.

Not long ago, the "Implementation Plan for Promoting Trade-in of Consumer Goods in Anhui Province" was promulgated, which encouraged the trade-in of consumer goods, promoted the exchange of "energy" for automobiles, "intelligence" for household appliances, and "rejuvenation" for home improvement and kitchen and bathroom, so as to better meet people’s growing needs.

On May 23rd, the national trade-in campaign for consumer goods-Anhui Station and the 2024 "Hui Dong Consumption Better Life" Huimin Consumption Season in Anhui Province were launched simultaneously in 16 cities across the province, marking the accelerated landing of the trade-in campaign for consumer goods.

How strong is the preferential treatment when government and enterprises join hands?

"How much can I subsidize the purchase of this air conditioner now?"

"We have trade-in subsidy and enterprise subsidy. The price of this air conditioner is 9999 yuan, and the price after enjoying our enterprise subsidy is 7599 yuan. If you have an old machine, you can enjoy 750 yuan’s trade-in subsidy on the basis of 7599 yuan. If you don’t have the energy-saving subsidy policy of 5,000 yuan less 500 yuan, it is still very favorable."

A few days ago, when the reporter saw Li Wenchang, director of alliance channel of Anhui Branch of Haier Group, at the exhibition site of Huimin consumption season start-up activity in Hefei, he was busy introducing products and related subsidy policies to exhibitors in front of the booth.

"I didn’t expect that so many people came to the exhibition on the working day today. We closed three orders in the morning, which made us full of confidence in the sales in the next few days." Li Wenchang told reporters that this time as a manufacturer, the products he brought were refrigerators, air conditioners, washing machines and so on, and the preferential strength of each product was also different.

"For the’ trade-in’ activity, we have formulated a plan to implement a variety of’ rejuvenation’ models from single items to complete sets to scenes. The maximum subsidy for single items is 2,000 yuan, the maximum subsidy for complete sets is 5,000 yuan, and the maximum subsidy for scene replacement is 40%." Li Wenchang said.

The reporter learned that in order to further stimulate the consumption potential, many measures have been taken in all parts of our province to encourage all localities to adopt ways such as issuing consumer vouchers to promote the "trade-in" of consumer goods. Local governments purchase green smart home appliances for individual consumers, and the subsidy standard for consumer vouchers (consumption subsidies) can reach up to 10% of the sales price. Local governments can subsidize fuel passenger cars up to 5% of the sales price and new energy passenger cars up to 6%. The subsidy standard for selling or scrapping personal existing passenger cars and buying new energy passenger cars can reach 8%, and the subsidy standard shall be formulated and implemented by all localities in light of local conditions. In addition, home improvement enterprises (platforms) are encouraged to launch preferential profit-making activities in the fields of home improvement, kitchen and bathroom.

Consumer season activities not only bring economic benefits to enterprises, but also provide consumers with rich commodity choices and preferential experiences.

According to Dai Xiaohui, general manager of Anhui-Jiangxi Region, the domestic division of Chery Automobile Sales Co., Ltd., the distribution of subsidies has narrowed the distance between enterprises and consumers, which is a win-win choice.

"This time, we brought 20 models of its four major brands-Chery, Xingtu, Jietu and iCAR, not only fuel vehicles, but also new energy vehicles. The old vehicles can be subsidized up to 50,000 yuan." Dai Xiaohui said that they have received more than 20 groups of exhibitors.

"Chery’s Arrizo 8 high-energy version is really good. I just experienced it. I feel very comfortable sitting in it. I am thinking about getting one now." Hefei citizen Mr. Zhu said.

This "trade-in" is also reflected in many real estate enterprises.

Walking into the real estate exhibition area not far away, you are greeted by rows of neat and orderly housing enterprise booths. The booths are full of visitors who come to consult, and the staff are enthusiastically introducing the advantages and characteristics of various real estate projects to them.

"Much better than expected! We have arranged for someone to send some citizens to the sales office to see the room type. " Kang Ting, a booth staff member of Poly Development Holding Group Co., Ltd., told the reporter that the sales of Heguang Jingjing project rose not long after the introduction of the old-for-new scheme for consumer goods in the province, which was still very useful.

Guide the upgrade, "replacement" is more intimate.

In this Huimin consumption season, there are not only supporting policies such as canceling the lower limit of interest rate policy for commercial personal housing loans for the first home and the second home, and reducing the down payment ratio of commercial personal housing loans for the first home and the second home, but also policies such as "exchanging old ones for new ones" and tax rebates and interest subsidies, as well as preferential activities customized for this event by exhibitors and financial institutions in line with the principle of benefiting the people.

The policy "gift package" is complete, and there are many preferential activities. How to implement them is the most concerned issue for consumers.

Ms. Wu, a citizen of Hefei, has a house next to Xinghua Park in Luyang District. At present, her children live there. "This house has been used for many years. The equipment and facilities of the house are gradually aging, and some problems have appeared. In addition, the community environment is not very good. I have always wanted to replace it, so I will come to the event site to have a look." Ms. Wu said.

How to change the "old for new"?

At present, the "trade-in" of consumer goods is not the exchange of similar products in the traditional sense, but closely follows consumers’ pursuit of smarter, higher-end and greener, and continuously stimulates new consumer demand by improving product quality and supply level.

Taking the automobile industry as an example, during the period from April 24 to December 31, 2024, if individual consumers scrap the fuel passenger cars with national emission standards of Class III and below or the new energy passenger cars registered before April 30, 2018 (including that day), and purchase the new energy passenger cars listed in the Catalogue of New Energy Vehicles with Vehicle Purchase Tax Exemption by the Ministry of Industry and Information Technology, the subsidy will be 10,000 yuan; Scrapping passenger cars with national emission standards of Grade III and below and buying passenger cars with emission of 2.0 liters and below will be subsidized by 7,000 yuan.

At the same time, the provinces and cities jointly arrange financial funds to support automobile consumption. Based on the price of the Uniform Invoice for Motor Vehicle Sales, the subsidy standard for fuel passenger cars can reach 5% of the sales price, and the subsidy standard for new energy passenger cars can reach 6%; The subsidy standard for selling or scrapping personal existing passenger cars and buying new energy passenger cars can reach 8%.

Work together to promote "getting rid of the old is easier"

The reporter learned in the interview that some consumers still hold a wait-and-see attitude towards the "trade-in" activity, and there are concerns such as "dare not change" and "unwilling to change".

How to dispel consumers’ concerns and let consumers "rest assured"? It is necessary not only to show "full sincerity" so that consumers can buy satisfactory high-quality products, but also to proceed from the overall situation, and the government, financial institutions and enterprises should form a joint force to promote the sustainable development of the "trade-in" action.

Anhui Supervision Bureau of the State Financial Supervision Administration actively guides all kinds of financial institutions to deepen consumer finance market segments and better serve the real economy through differentiated financial services. In terms of the supply of "good houses", we actively cooperate with local governments to implement differentiated credit policies, speed up the implementation of the coordination mechanism of urban real estate financing, and ensure that qualified "white list" projects "should be fully loaned".

At the same time, financial institutions are encouraged to appropriately relax the application conditions for auto loans, reduce the down payment ratio of auto loans, and reasonably determine the interest rate and term of auto loans under the premise of legal compliance and controllable risks; We will reasonably increase the loan amount, optimize the loan application and approval process, promote online instant processing, and improve the timeliness of financial services around the aspects of home appliances trade-in, home appliances going to the countryside, and smart homes.

"From the policy’ gift package’ to preferential activities to financial services, all parties have taken relevant measures, but we have to say that at present, we still face some difficulties and blocking problems, especially in the recycling of household appliances. The problems of’ no one collects’ and’ difficulty in going downstairs’ are bothering us, and naturally we are too lazy to replace new household appliances." Ms. Huang, who lives near Luogang Park in Baohe District, Hefei, told the reporter.

In order to make it easier for consumers to "get rid of the old", the relevant departments of our province require the home appliance sales enterprises involved in the trade-in of consumer goods to provide consumers with "one-stop" services for sending new, collecting old and disassembling home appliances in conjunction with after-sales and recycling enterprises; Actively promote the "internet plus recycling" model, encourage recycling enterprises to use mobile App, WeChat applet and other services to carry out "online reservation and offline recycling", open up the difficulties of recycling used household appliances, and effectively enable consumers who need new ones to enjoy more preferential treatment.

"Next, together with the Provincial Department of Housing and Urban-Rural Development and other units, we will adopt the mode of linkage between provinces and cities and joint efforts of government and enterprises to extensively carry out high-quality consumption promotion activities, strengthen the supply of houses, new cars and beautiful homes, and further stimulate consumption vitality and promote the development of circular economy through’ real money and silver’ subsidy measures and preferential policies." The relevant person in charge of the Provincial Department of Commerce said.

How much pension can I get when I retire? Go to this platform and do the math yourself.

How much pension can I get in the future? This is a problem that every pension insurance participant is concerned about. For a long time, people only know how much money they have paid, but rarely can they figure out how much money they will get in the future and whether the endowment insurance they have paid is worth it. Recently, the national social insurance public service platform was officially launched, and the insured can finally calculate how much pension they can receive in the future!

Want to calculate your own pension? Difficult!

How much does the employee pension insurance have to pay every month? The easiest way is to look at the deduction amount of endowment insurance on your salary slip, which is clear at a glance.

Old-age insurance is divided into two types: residents’ old-age insurance and employees’ old-age insurance. At present, employees’ old-age insurance is more concerned. In fact, there is a clear calculation method for pension benefits, but this calculation method is extremely complicated. For example, the pension insurance benefits for employees in Beijing are as follows:

After July 1, 1998, the basic pension consists of basic pension and personal account pension, and before June 30, 1998, the basic pension consists of basic pension, personal account pension and transitional pension.

Worked before June 30, 1998, pension composition:

  Basic pension

Based on the average of the average monthly salary of employees in this city in the last year when the insured retires and the average monthly payment salary of himself, 1% will be paid for each full year according to the insured’s full payment period.

  Transitional pension

The sum of the monthly transitional pension calculated according to the deemed payment period and the monthly transitional pension calculated according to the actual payment period.

  Personal account pension

The accumulated storage amount of the insured’s personal account is divided by the number of months specified by the state. Different retirement ages correspond to different months. The Monthly Table of Personal Account Pension of Basic Old-age Insurance for Employees in Urban Enterprises can be easily found on the Internet.

The sum of the above three parts is the amount of pension that retirees can receive.

If you calculate according to the formula, it can be said that it is very frustrating. As a result, many people are trying to search for a "one-click generation" calculator on the Internet to calculate how much pension they can receive in the future.

However, although the calculation formula is ready-made, the amount of pension is closely related to the insured’s salary, average social salary, interest rate and other factors. These factors are variables, and it is impossible to accurately calculate the amount of pension under unpredictable circumstances.

Therefore, most of what can be searched online is only calculators for the amount of payment, and it is difficult to find calculators that can predict pension benefits.

  give an example

The estimated benefits far outweigh the payment.

Suppose Wang, female, is currently 35 years old and has accumulated payment years of 11 years. Her "deemed payment period" is 0. Wang’s salary level fluctuates at twice the social average salary. For the convenience of calculation, let’s assume that her "previous annual average contribution wage index" is 2; Her "personal account deposit at the end of last year" was 107,519 yuan. The "average monthly salary of employees on the job last year" in Beijing, where she participated in the insurance, was 7855 yuan (the average salary of employees in full-caliber urban units in 2018). The assumption of "the average wage growth rate of employees in the future" is 8%, and the "future personal account bookkeeping rate" is also assumed to be 8%. "This year’s payment salary" is 20,761 yuan, and the future payment salary growth rate is also assumed to be 8%.

Through the calculator, the result shows that Wang will retire in 2039, and his basic pension is about 32,885 yuan, including 19,379 yuan for basic pension, 13,506 yuan for personal account pension and 0 yuan for transitional pension. In this way, Wang’s future pension is expected to exceed 30,000 yuan. Compared with the old-age insurance premiums paid before, the benefits are definitely far greater than the pay.

Many people will be surprised: "Can you get a pension of more than 30,000 yuan in the future? Will it be that high? " It should be noted that the simulation calculation here is the pension level after 20 years, and the future income situation cannot be felt by the current level of economic development. Just like 20 years ago, people’s wages were generally only a few hundred yuan, but now they have reached several thousand yuan. It is a truth that the original income can no longer be measured by the current economic level.

In addition, it should be emphasized that the calculation formula of pension involves many variables, which are only calculated under the simulation hypothesis of many variables and cannot truly reflect the future pension level of the insured. The actual amount shall be calculated by the local social security agency at the time of retirement.

  operate

The official platform predicts that pensions will be divided into ten steps.

At present, the national social insurance public service platform can provide services such as social security annual enrollment information inquiry, treatment qualification authentication, pension calculation, social security relationship transfer inquiry, medical treatment inquiry in different places, overseas exemption application, social security card and electronic social security card status inquiry. Among these functions, pension calculation is very eye-catching. Although the platform provides a calculator, many people are still confused about the information that needs to be filled in.

The reporter logged into the platform and experienced it.

Click to enter the page of calculating the pension insurance benefits for urban workers. First, you must choose the type of insurance. This option includes "employees of urban enterprises" and "individual industrial and commercial households or flexible employees". Because most of the insured persons are insured through enterprises, here is an example of "employees of urban enterprises".

1 Fill in basic information such as gender and age. In the "estimated retirement age", the average male is 60 years old, the female cadre is 55 years old and the female worker is 50 years old.

2 determine the payment period. The column of "actual payment years" refers to the accumulated years of actual payment of social security. You can check your own payment information over the years, which is clearly recorded. The "deemed payment period" is very special. "The deemed payment period" refers to the continuous working time calculated according to the state regulations before the actual payment period of all the working years of employees. To put it bluntly, although you haven’t worked or paid the old-age insurance for some years, the old-age insurance will be considered as paid, and these years will be counted in your payment period to give you a pension.

According to the time when individual accounts of endowment insurance are established in different places, the starting time of deemed payment period is also different. Most of them were in the early 1990s, and those who worked before that had deemed payment period. Nowadays, young and middle-aged workers generally don’t involve the deemed payment period. Just fill in zero for this option.

3 determine the payment wage index. The "previous annual average payment wage index" is the most troublesome. The annual average payment wage index refers to the average payment wage index of social co-ordinators participating in endowment insurance over the years. It is based on the payment declared by the insured every year, and the salary is divided by the average salary of the local employees in the previous year, and the payment wage index of the year of payment is obtained. This is calculated once a year, and the annual payment wage index is added, and then divided by the actual payment period. Simply understood, the payment wage index means that the salary of the insured is several times that of the social security. Average the multiple of each year, and it is the annual average payment wage index.

  4. Inquire about the amount of personal account storage at the end of last year. "The amount of personal account storage at the end of last year" is the sum of the personal account part and interest of the previous pension insurance, and most people will not remember how much money there is. You can check your own social security payment information over the years, which is clearly recorded (you can log on to the international social insurance public service platform or the Beijing social insurance online service platform).

  5. Determine the average monthly salary of employees on the insured ground in the previous year. The "average monthly salary of employees on the insured ground in the previous year" will be announced by the social security department every year, and you can search and query it.

  6. Forecast the future increase of social wage. "The average wage growth rate of employees in the future" is to fill in an estimated future growth rate of social wages, which is difficult to estimate. Looking up the average wage growth rate of employees released by Beijing Municipal Bureau of Statistics in recent years, we can find that this figure varies from high to low, reaching nearly 18% at high and just over 4% at low. So you can choose according to your personal prediction.

7 estimate the future personal account bookkeeping interest rate. The bookkeeping interest rate of personal account refers to the interest generated by the accumulated storage amount of personal account of endowment insurance. This bookkeeping interest rate should be determined with reference to the local average wage growth rate of employees in the previous year, the bank’s resident time deposit interest rate, the actual income from the operation of the endowment insurance fund and other factors. For example, the bookkeeping interest rate in 2016 was 8.31%, and the bookkeeping interest rate in 2017 was 7.12%.

  8. Inquire about my payment salary this year. You can check your social security payment information.

9 forecast the growth rate of future payment wages. Insured personnel can estimate how much their annual salary will increase in the future.

10 calculation. After all the information is entered, click the "Calculate" button, and the system will give the pension budget result. Our reporter Dai Lili

Highlights of the first quarterly report of China economy: there is a foundation for the stable operation of prices

There is a foundation for the stable operation of prices.

CPI rose by 1.1% year-on-year, and core CPI rose by 1.2% year-on-year, which became the key word of the overall price performance in China in the first quarter.

Since the beginning of this year, all localities and departments have coordinated epidemic prevention and control and economic and social development, and taken many measures to ensure the supply and price stability of important livelihood commodities and bulk commodities. In the first quarter, CPI rose moderately, while PPI rose at a high level year-on-year. Experts said that China has the conditions and ability to continue to maintain the stable operation of prices and achieve the expected goals for the whole year.

CPI is in a moderate rising range.

In the first quarter, CPI rose by 1.1% year-on-year, which was generally in a moderate rising range. The core CPI rose by 1.2% year-on-year, and the growth rate was the same for three consecutive quarters.

Food prices have played an important role in price stability. In the first quarter, food prices fell by 3.1% year-on-year, which affected CPI by about 0.59 percentage points, mainly driven by the decline in pork prices. With the continuous recovery of pig production capacity, the price of pork decreased by 41.8% on average in the first quarter. Affected by rising international energy prices, domestic energy prices rose by 12.2% in the first quarter.

Guo Liyan, director of the General Situation Office of China Macroeconomic Research Institute, said that both grain and energy are important primary products, and their supply is easily affected by epidemic situation and extreme weather. In the past three years, the epidemic has led to the disorder of the global supply chain, and the abundant liquidity has led to a sharp rise in international food and energy prices, and some commodity prices were once divorced from the fundamentals of supply and demand. China has taken many measures to ensure stable and guaranteed production, ensuring a bumper harvest of major grain crops year after year. Under the background of global energy supply shortage, China has tightened the responsibility of various departments, localities and enterprises to ensure supply and price stability, highlighting the institutional advantages and the advantages of a complete and independent industrial system.

"Food prices are the basis of a hundred prices, and stable food prices are stable." Guo Liyan said that China’s prices continue to operate in a reasonable range, which is a low inflation level.

"Globally, China’s CPI increased by 1.1% year-on-year in the first quarter. Compared with developed economies and some emerging economies, China’s overall price performance is moderate." Zhou Maohua, a macro researcher at the financial market department of China Everbright Bank, said. Wen Bin, chief researcher of China Minsheng Bank, also believes that it is very rare for China’s prices to remain at a moderate level in the context of global inflation. On the one hand, it has a certain relationship with China’s current weak demand, on the other hand, it benefits from China’s comprehensive policy to ensure stable supply and prices, and maintains the stability of the overall price level.

PPI showed a downward trend month by month.

In the first quarter, PPI rose by 8.7% year-on-year, which was 3.5 percentage points lower than that in the fourth quarter of last year.

The increase in the prices of means of production declined, and the prices of means of subsistence were generally stable. Among them, the price of means of production in the first quarter rose by 11.3% year-on-year, which was 4.8 percentage points lower than that in the fourth quarter of last year, which affected the increase of PPI by about 8.49 percentage points, accounting for 98% of the total increase of PPI. The price of living materials rose by 0.9% year-on-year, which was the same as that in the fourth quarter of last year, affecting the PPI increase by about 0.21 percentage points.

Wang Youfen, director of the Urban Social and Economic Investigation Department of the National Bureau of Statistics, said that the effect of the policy of ensuring supply and stabilizing prices continued to appear, and the price increase of coal, steel and other industries dropped significantly compared with the previous period. Geopolitics and other factors lead to sharp fluctuations in international energy and non-ferrous metal prices, which have a great impact on domestic related industries.

"Recently, international commodity prices have reached a new high. According to World Bank data, in March, the international energy price index rose by 24.1% month-on-month, and the non-energy price index rose by 8.1% month-on-month. The total index reached a new high in recent years." Fu Linghui, spokesman of the National Bureau of Statistics, said that under the background of tight supply and demand and increasing uncertainty in the international commodity market, it is more likely that prices will fluctuate at a high level.

Meng Wei, spokesperson of the National Development and Reform Commission, said that the PPI rose by 8.3% year-on-year in March, which was 0.5 percentage points lower than that of the previous month, and fell for five consecutive months, in stark contrast to the continuous rise of PPI in major developed economies. Although international input factors have increased the uncertainty of commodity price trends, it is expected that the overall downward trend of PPI will not change during the year as the effect of the policy of ensuring supply and stabilizing prices continues to appear and the cardinal utility is superimposed.

Meng Wei said that China will make comprehensive policies and precise regulation, respond to the uncertainty of the external environment with the certainty of domestic supply and price stability, and do its best to ensure the supply and price stability of bulk commodities. In the next step, we will closely follow the commodity market and price trends, find problems in time, judge the situation in time, and respond to the disposal as soon as possible.

Guard against imported inflation

At present, global inflationary pressure continues to climb. China’s economy has been deeply integrated into the world economy, and the proportion of some bulk commodities is relatively high. Rising international prices will objectively increase the risk of imported inflation. Recently, several important conferences in the State Council made arrangements for stabilizing prices, pointing out that to "stabilize employment and stabilize prices to support economic operation in a reasonable range" and "stabilize prices must grasp the key points such as grain production, energy supply and smooth logistics".

Guo Liyan said that due to the impact of the epidemic, the supply chain of the world’s major primary products related industrial chains is in the process of reshaping, and international liquidity is still in a relatively affluent stage, which is more prone to the obvious increase in the volatility of international food and energy prices. Some industry enterprises are vulnerable to external shocks such as insufficient supply and abnormal price fluctuations. To calmly cope with the changes in the past century and the epidemic in the century and promote the stable and healthy development of the economy and society, we must focus on the major strategic needs of the country and stabilize the basic disk of agriculture and energy.

Zhou Maohua predicts that prices will rise moderately during the year, and the target of around 3% for the whole year can be achieved. He suggested that it is necessary to guard against the potential imported inflation caused by the high price of energy commodities, the impact of the epidemic on freight logistics, and the phased impact of local extreme weather on agricultural products.

"From the trend, despite the international import factors and the short-term supply pressure of some fresh foods, overall, there are many favorable conditions for CPI to maintain a moderate increase." Fu Linghui said that from the perspective of demand, consumption and investment demand are still recovering, which has limited effect on price pulling. From the perspective of supply, grain production has been bumper and stocks are abundant; The production capacity of live pigs has generally recovered, and the supply of pork is generally sufficient. The supply capacity of China’s goods and services market is relatively sufficient. In March, the price increase of industrial consumer goods excluding energy was at a low level; Service prices rose by 1.1% year-on-year, with the growth rate dropping by 0.1 percentage point from last month. At the same time, the measures to ensure supply and stabilize prices in the market will continue to be effective, which is also conducive to price stability. Therefore, there are foundations and conditions for maintaining overall price stability.

Wen Bin believes that although there is upward pressure on prices in the next stage, it does not rule out that the CPI increase in individual months may exceed 3%, but China has the ability and confidence to keep prices stable at a reasonable level. We should continue to do a good job in ensuring the supply and price stability of energy and grain to ensure the stability of the overall price level. Price stability is also conducive to China’s macro policies, especially monetary policies, to remain forward-looking and flexible, so as to better play the supporting role of finance in the real economy. Good news! Starting from tomorrow, such school-age girls will be vaccinated free of charge ~

Cervical cancer is one of the most common gynecological malignant tumors in the world. In China, more than 100,000 people get sick and nearly 60,000 people die every year, which seriously affects women’s health and life safety. Considering the epidemic characteristics of HPV and the applicable population range of the vaccine, the World Health Organization (WHO) believes that the earlier the HPV vaccine is vaccinated, the greater the benefit, and recommends girls aged 9-14 as the main target population for HPV vaccination worldwide. In 2024, the Zhejiang provincial government will provide free domestic bivalent HPV vaccine for school-age girls in the province as a practical project for the people.

Vaccination principle: informed, voluntary and free vaccination.

Inoculation target: junior high school girls aged 13-14 in Wucheng district who have no contraindications to HPV vaccination and have not been vaccinated before.

Vaccination time: The vaccination clinic in Wucheng District is expected to carry out the first dose of free bivalent HPV vaccination service from May 25, 2024, and the second dose is expected to be carried out from November to December. Consult the vaccination clinics in detail.

Vaccination procedure: 2 doses were inoculated in the whole process (the interval between 2 doses was not less than 5 months).

Warm reminder: the number of places is limited, while stocks last. Girls aged 13-14 who have completed the preliminary survey and agreed to be vaccinated are invited to go to the vaccination clinic in the school territory accompanied by their parents.

Question 1: Why do you want to get HPV vaccine?

A: HPV is the abbreviation of human papillomavirus. At present, there are more than 200 types found. HPV can be divided into high-risk type and low-risk type. Studies have shown that about 99.8% of cervical cancer is caused by persistent infection of high-risk HPV. At present, there are 12 kinds of high-risk HPV, including HPV16, 18, 31, 33, 35, 39, 45, 51, 52, 56, 58 and 59. In addition to causing cervical cancer, high-risk HPV is also related to the occurrence of cancer in anus, head and neck, genitals and other parts.

The types that bivalent HPV vaccine can prevent are HPV16 and HPV 18. Vaccination with HPV vaccine can significantly reduce the incidence of persistent HPV infection, precancerous lesions and cervical cancer, which is the most economical and effective means to prevent cervical cancer. Relevant clinical trials and post-marketing effect evaluation data show that the HPV vaccines currently approved for marketing have good safety and effectiveness.

Question 2: Why is the age range of free vaccination defined as 13-14-year-old girls?

A: The World Health Organization (WHO) recommends girls aged 9-14 as the main target population for HPV vaccination. Vaccination of HPV vaccine for young girls can induce a higher level of immune response and have a better preventive effect. Studies have shown that there are two peaks of HPV infection among Chinese women according to their age, one is 17-24 years old and the other is 40-44 years old. Taking girls aged 13-14 as the key target group for HPV vaccination, giving priority to ensuring and greatly improving the HPV vaccination rate of adolescent women can make better use of effective social resources and achieve the best effect of the primary prevention strategy for cervical cancer.

Question 3: Can I get HPV vaccine during the physiological period?

A: If there are no special circumstances such as fever, anemia, infection or severe menstrual discomfort, HPV vaccine can be vaccinated during the physiological period.

Question 4: What should I pay attention to after vaccination?

A: After inoculation, you should stay in the inoculation unit for 30 minutes, and you can leave only after there is no abnormality. After inoculation, you should rest more and drink more water to avoid strenuous exercise. Due to individual differences, a few people may have transient adverse reactions such as local pain, redness, induration, fever and fatigue after vaccination, which generally do not need special treatment and can be relieved by themselves. When necessary, you can go to a regular hospital in time.

Parents and friends, the healthy growth of children is related to the future of the motherland and the nation, and it is also the greatest wish and expectation of every family. Protecting children’s health is the common responsibility of schools, families and society. Let’s join hands to do a good job in HPV vaccination, escort the healthy growth of children and give them a healthy and bright future.
